Regulators and courts don't decide on a whim. They weigh published factors: the organizational culpability factors in the US Sentencing Guidelines, and each agency's own penalty factors. Enforcement factor analysis sets your facts against those factors, one by one, each cited to the rule it comes from.

How it works
